The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.

Yes.
B. Make it a bound modue
No. Except for some security related instances it is rarely a good
idea to use the same module in multiple executables.
C. Make it a stand alone program called by others as needed.
Possibly. You can always create C to wrapper A should that prove
necessary.
