If a functional RDB directory entry exists [can effect SQL CONNECT], then try the following invocation where the RDB name is used:

CRTDTAQ DTAQ(DAVEM/BPCSM3CHGS) TYPE(*DDM) RMTDTAQ(DAVEM/BPCSM3CHGS)
RMTLOCNAME(*RDB) RDB(RDBname) TEXT('BPCS to M3 File changes')

The above requests to use the already defined setup from the RDBDIRE. Or review the RDB directory entry specifications by DSPRDBDIRE, and if APPC [per Type= *SNA as second element of RMTLOCNAME], then specify the parameter values [related to RMTLOCNAME, to establish the APPC connection] for those same parameters on CRTDTAQ: DEV, LCLLOCNAME, MODE, & RMTNETID

A couple other requests good for APPC [and remote location BEAST]:
WRKDEVD DEVD(*LOC) RMTLOCNAME(BEAST) /* 8=Config status */
WRKCFGSTS CFGTYPE(*DEV) CFGD(*APPC)
