This has been kinda beat to death, but if you look in your joblog you would see the following message(at least I do on v5r4)
"Internal system objects in use."
pressing F-1 on it tells the story:
CPF8A47

"Another option to determine which jobs are conflicting with the operation is to use the command
WRKOBJLCK OBJ(QUSRSYS/QAOKL03A) OBJTYPE(*FILE). The jobs displayed may be causing the conflict.
End these jobs and try the request again."
