DSPPFM does not honor overrides. Whatever file.member is named on the DSPPFM request is what is opened for display [the open member search algorithm does apply however, for library special value resolution]. I infer that the override to the referenced data file name is TOFILE() MBR() another file.mbr which does have data, but the FILE() named in the override does exist in the [defaulted] library list search, with no data, and that empty file.mbr is being referenced by the PUT.
IIRC the OVRSCOPE() on OVRDBF must be *CALLER [or *JOB] for STRTCPFTP requests, because the FTP client runs every request under ACTGRP(*NEW). Presumably the override currently being performed, is being issued for the default OVRSCOPE(*ACTGRPDFN), but the request is being name in the named ACTGRP(QILE) which means the override was scoped to QILE -- and thus effectively ignored.?
If it is not as simple as the wrong override scope, more information about the scenario including activation groups and requests from each program would need to be clarified. I am having difficulty, to be sure that I am understanding, what program calls which and to do what.
