Did you see Davidson L's message about WRKFCNUSG? I'm almost positive
that this is what you're looking for.

Take option 5 next to the QIBM_QTMF_CLIENT_REQ_0 option in WRKFCNUSG to
see what you currently have. Then use option 2 to change it.

They are very similar because these two interfaces both use the same set of
system APIs to manage the authorities on the listed functions. My guess is
that when you were using the Application Administration function you may
have changed QIBM_QTMF_SERVER_REQ_0 (Logon Server) instead of
QIBM_QTMF_CLIENT_REQ_0 (Initiate Session). Either that or you changed the
right function for a different system or the Application Administration
function has some type of bug that caused the changes to not be sent to
your system.
