Granted I work on an HMC controlled system. In my environment a PWRDWNSYS *IMMED RESTART(*NO) does not power down the whole frame - just a particular lpar. So a PWRDWNSYS *IMMED RESTART(*YES) would not qualify as a "server IPL". I'd have to IPL the whole frame and not just a particular lpar. Now, just because you don't have a hmc doesn't mean your machine is still not thinking lpar. After all, you can have 1 i5/os lpar and a number of linux lpar's and still be a non hmc controlled system. Although I am not sure how one controls the whole server without an HMC - maybe with ASMI?
