I can't help you with the DST part of it, but item 4 caught my eye. I recently tried to install Windows Services for Unix on a WinXP Pro machine and after reboot saw the same problem. For some reason, Windows had created new folders under C:\Documents and Settings named "userid.computername"; the original setting for the user were still there under a "userid" folder.

This also happened when someone installed something (possibly a Windows Update?) on a WinXP home PC.

Copying the files from "userid" to "userid.computername" seemed to solve the problem.
