Unable to start admin server

I tried to start our web admin server to do some dcm work today.  I applied
ptf's shipped over the weekend.
The server start dies with a MCH3203 error with a function error x'1716'.
 
I tried restarting with a -vv option and it seems that there is an 'error
while processing the workers properties
file /qibm/proddata/httpa/admin/conf/workers.properties'.  
 
I haven't changed this file at all (shows a data change date of 1/14/05).
 
I am on V5R3.
 
Any suggestions on how to get this puppy started?
