Heck, the package names use "as400".  The amount of work to change all
of
them is prohibitive, not to mention the fact that every line of code
every
written to use the product would be broken.

IBM would have to ship a utility to modify all programs to use the new
package and class names, and even then you'd have problems.  That's why
you
have to think VERY carefully when naming your packages and classes;
you'll
be stuck with those names for a VERY long time.  :)
