This is the same approach Kronos Workforce Central uses when generating
documents. Create a document in Word. Insert tags, such as
[person-last-name]; then save as XML or HTML. Upload to the Kronos
server. When Kronos generates a document, it searches for the tags and
replaces with the appropriate values.

I might be inclined to save off the Word doc I want in RTF format, 
incorporating field markers in the doc.  Then use that as an "HTML"
template 
for a CGIDEV2 program which would fill in the blanks and write the
resulting 
doc to the IFS.  SHouldn't be that hard - maybe I'll give it a shot when
I 
have 5.
