You'll have to either specify these separately or write a process to query 
DSPOBJD to an outfile and look for both ODOBTP and ODOBAT.  Currently 
SAVOBJ doesn't allow you to specify Object Attribute.
SAVOBJ OBJ(*ALL) LIB(MYLIB) DEV(*SAVF) OBJTYPE(*FILE)

Even tried to cheat.  Like, if you ftp up a save file as 
/qsys.lib/mylib.lib/mysavf.savf then you don't have to precreate the save 
file.  However I can't do a 
wrklnk '/qsys.lib/rob.lib/*.savf'
So I probably can't break down an IFS save to do it either.
