If you don't have sufficient support in your management team to push for
a dependable schedule for planned crucial activities, then you are
stuck.
Maybe the best thing (depends on a host of non-technical factors such as
how much it would bother you to look for another job) is to start the
process when the system is made available to you, and then just let it
take as long as it takes. When it's not ready on time for the users on
Monday (or whenever) then just shrug.

Well, we can dream, can't we ...
