Depends.... small systems with a say 10 well trained users running a rock solid app heck you might get 25 or 50 to1 admin in a well developed environment. On the other hand a 595 with say 10 to 15 partitions running everything from straight i5/OS to AIX and Linux partitions and having say 2000+ users might take a couple to maybe a half dozen admins to handle it...
