Well...Have you looked at things like RPGsp? Or, x-Analysis(especially the web and java conversion part?).
If HTML/GUI is all they need, then RPGsp and several others like it can save you a time consuming reimplementation....Hell, roll your own CGIDEV2 stuff! There's tonnes of stuff out there on it...
