I don't understand (or really I disagree, but being nice) what the difference would be. The only difference between RSA and RSB is the additional MF (and possibly MH) PTFs that are part of SLIC when you are doing the actual slip install. When the LIC is loaded from the CD, it will have more MF PTFs already installed when you are using RSB then when you are using RSA. So, if a problem was found that occurred at upgrade time and before you applied the PTFs, this is where the CDs would be different. This is during the upgrade from, in this case, V5R3 to V5R4. Once you get to V5R4 and you apply the latest cum & Group Hypers, you are probably ahead, meaning have more MF PTFs then you would starting with RSA or RSB.

I don't see what slipping the LIC will do in your case, because you probably have more MF ptfs on your system at this point, then you will have once you reslip the LIC with an RSB I_Base cd.
