Yes you do.  HMC will allow you to force the move of the devices, but it 
is really bad practice.  When the IOP/IOA is moved from one partition to 
the other, it is the equivalent of pulling the plug on the IOP/IOA. The 
cards will reboot when the device controller on the other partition sees 
them.   When they come back, both will have to re-boot to get the proper 
drivers loaded from SLIC.  It's a question of the code on the IOP/IOA not 
if i5/OS can recover from a communications failure of the tape device.
