I recently had a similar problem, it involved being unable to backup certain
IFS objects because the system thought they were "checked out" even though they
weren't.

I opened a PMR with IBM SupportLine and they recommended that I download and
apply PTF SI19287.

After doing this the issue I had with "phantom locks" on IFS objects has gone
away.

You may want to consider getting this PTF...

subject: Unable to Save/delete an IFS document

I checked my log this morning after running a SAV operation on my IFS
documents and it tells me that one document wasn't saved. And to go into
OPS
NAV to check the usage and. OPS NAV says it's in use but no one was on
the
system when I checked. I tried to use the Checkout function but it came
up
with an error CPFA09E telling me it's in use. I tried deleting it
because it
looks like an old unused document anyway but I can't delete it either.
Any
suggestions?
