You can use the profile handle APIs to adopt authority though. I'm currently working on a program for maintaining user and application access, and it's had no problems creating and changing user profiles. The kind of neat thing about that approach is that you only need to use the special profile for specific operations that really need it. The authority comes from the default authorities of a member of the *SECOFR class, with no login capability whatsoever. The program runs under owner's authority, and the program owner is an ordinary *USER with no login capability. It's the only user on the system who can use the special profile. I suppose you could do some mischief with the program, but I think you'd have to get into debug to do it, and that's not going to be possible.
