IIRC, taking away *JOBCTL will also disallow use of CHGJOB by this user profile, so if this command is used in any programs that the user is running, the programs containing the CHGJOB command will need to be owned by and adopt the authority of a user profile that has *JOBCTL special authority.

We allow them to see the jobs they submit.  She noticed she had
submitted the wrong job and decided to put a '4' on it to end it.

ENDJOB?  Secure the command.
Sys-Req 2?  There's ways to do that.

Is there a setting we can do to users to stop them from ending their
jobs? We had a user end a job yesterday that should not have been
ended.
