I have dealt with this with postal coding - there are several places that
the process can fall down.

1st the local post master has to submit the change to the national database.
2nd the database has to be distributed
3rd, the database updates need to be accepted.

We get a monthly update to the national database, and apply them.  I don't
think some websites get that frequent of updates.

You can see if your address is in the national database by going to:

http://zip4.usps.com/zip4/welcome.jsp

and entering your address.  It will look up your zip in the national
database.  You might need to light a fire under your local postmaster if
your zip code is not in that file.  If it is, then the fire needs to be lit
under the web master to get a current list.
