Need to download ptfs via sndptford command on i5 V5R3 (i am remote to system 
and cannot upload a savf to system). When sndptford runs, it just hangs & 
finally times out. 
Srvagt is setup to work over internet. I have same setup on my own i5 and it 
works great. 
jobd QTOCPPJOBD is set to log 4 0 *seclvl *yes, but this is all it has after 
sndptford started:
L2TP tunnel not established for profile QTOCL2TP.                  
L2TP tunnel not established for profile QTOCL2TP2.     

(earlier in joblog, before sndptford executed, it does show a successful 
connection to ibm for some of the other stuff srvagt does.
Also - job QTPPPCTL joblog has this during sndptford:
