I can't remember what functions were supported in ops nav back back then so I don't know if that's your issue, however, as it has to do with Java [here comes something of a guess] I would check what java versions and PTF's are installed on the machine (look in the licensed programs)

Other than that it would be a service call or a browse through the technical libraries (if it's a service call hopefully you know your local IBM-er)

Hope this gives you somewhere to start anyway
