Hello Eric:

What happened to me, was that my software agreement licenses are not
able to be copied to IFS. Therefore i'm not able to proceed to
accepting the license. I will just say license  not available.

I've last night load in the last CUM PTFs, and still the problem
exist. The customer didnt have any support signed with IBM. I will be
trying to reinstall the V5R1  tonight and see if it will do any help
.. will update later ...
