Sounds to me like you're looking for the sort of functionality you would get with a UPS handling program, but wanting to use it for normal shutdowns as well as power outages. If you already have a UPS management program then either call that or base your shutdown on that and call it manually. As all installations are unique in their requirements of what needs to run and when, you're best off having your own bespoke routine for shutting down what's running.
