I'd suggest seeing which user profile the job was running under, then
checking if that user has *SAVRST authority.

When trying to perform a full system backup (opt 21) I keep getting the

Any ideas or suggestions , google did not provide anything that I thought 
was relevant, even though there was one article from midrange about 
passwords but this does not seem to be the same issue.....
