I usually see this error when the file transfer is trying to access a file on a network drive. By default, the RUNRMTCMD daemon runs under a system account that doesn't have any network privileges. You can however change this. Also, note that since no user is actually signed on, you can't expect the users networked drives to be there. Either use the UNC path name (\\server\share\) or call a .BAT file that does the mappings needed.
