I've discovered it's some kind of disk problem.  I changed the key
setting to 'manual' and re-initiated the IPL.  The system boots to a
screen indicating that 'disk unit 2' is configured, but missing.

Both disk units are still in the machine, so I presume that unit 2 is
dead enough that the system cannot detect it.  I did pull the unit and
reseated the cables, but to no effect.

Hmm, where to obtain usable disks for a ~13 year old computer?
