Check the QCCSID system value - it needs to be something other than 
65535, I believe. If in the US try 37. There should be no impact on 
the 400, but 65535 (no conversion) is no longer supported nicely. See 
the Memo to Users for more information.

Also, you CAN set these on the FTP command, right? Are you doing that already?
