SAVLIB *ALLUSR can't be written to a *SAVF... I believe only a single
library can be written to a *SAVF.

At least that is what the HELP TEXT indicates:

        The Save Library (SAVLIB) command allows you to save a copy of one 
        or more libraries.                                                 
                                                                   
        When saving to a save file, only one library can be specified.
