If you write your own, you will use various APIs - open, stat, etc., come to mind. stat or another one like it can give you the create and modified dates, as I recall. There's also a nice API that walks through the contents of a directory and calls your procedure, passing the pertinent object info, over which you run the stat or ??? API.
Otherwise, consider a VB app in Windows - the IFS is completely accessible from the PC, and VB is easy to write in.
