Whenever a traceable/unusual/interesting event occurs in the OS.

There used to be a chargeable manual that held all the vlog entries... I
don't recall the name of the manual, and I don't know if it's available.
Service Procedures or some such... oh well..

In Early Programs, it was fun to follow along in the manual while IBM
developers poked around in the logs. But there is little in there other
than the 0500 majors (or was it 0501) that show IPL date and times that
most customers would have a use for.

You could watch for non-zero dumps and then call and ask, but other than
having IBM check them after or during a problem...
