I recommend a RCLSTG after any abnormal termination of OS/400. IBM says that this is a wild recommendation. Some people used to recommend a full RCLSTG yearly or before upgrades to clean up damaged objects, but my understanding is that this is rarely required anymore. As the documentation states "This can be a long running command" so use it carefully. (Normally only when recommended by Supportline.) My advice on preventative measures is to be familiar with your application and know which PTFs you need to stay current on, for example the DB2 group PTFs or the Java group PTFs. If performance is your goal look into work management, on an iSeries performance involves more "tuning" than "preventative measures." My #1 recommendation is to move your batch jobs out of the *BASE memory pool.
