We have written a tool that uses the  CVTMSGF command in TAATOOL which
converts the message files into a datbase and we then use it do the
comparison.

I have also looked into using the QMHRTVM API in a loop using the
retreive option to retreive the *FIRST and *NEXT message id from one
file and use the same API to retrive the same message id from the
other message file and compare, but since we already have a
methodology in place, we did not rewrite this.
