You can use the VALUES  DDS keyword that will force the edit at the DSPF level, 
or you can add an ERRMSG keyword with a detail message conditioned by an 
indicator
Another option is to use the CHKMSGID keyword which specifies a message id to 
be displayed on a validity check failure.  .
