If you have a recent version of Client Access (or iSeries Access I guess its
now called) it includes a little utility named: RMTCMD 

So, at a command line you'd just (assuming system 'bar'):
RMTCMD clrpfm foo //bar

The REXEC server has to be running on your iSeries, and you'll need to have
a valid login cached for the windows account that you try to run this from
for the server you are sending it to. (via the OpsNav connections setup)

Windows itself also comes with a rexec client named, of all things,
rexec.exe. Also simple to use.

Both of these utilities should already be on your path unless somethings
been altered from the defaults.

And just for completeness , the iSeries Access includes a rexec service for
the wintel side as well that you can enable to send commands the other way.
