QSYS/QTVTELNET in V4R5 PGM damaged

My QSYS/QTVTELNET  in V4R5 is damaged. 
Is there a way to restore it from V4R5 installation disks?
I am not familiar enough with the installation.
I want to do it without spoiling my current OS,
only to get the specific PGM QSYS/QTVTELNET .
 
An alternative way is to find a good guy who can send me the
PGM.
