Had that exact same problem this week.  Solution:
iSeries Navigator, Network, Servers, TCP/IP, iSeries NetServer, Right 
Click, disabled user profiles, fix 'em.

The simple CHGUSRPRF trick doesn't seem to work anymore o V5R3 even though 
CPIB682 alludes that it should.  Haven't opened a pmr on this one.

There's mention of an api at
