I also have had the need for a fix record length file in ASCII format. Everything I tried truncates the trailing blanks. I ended up adding a dummy alpha field to the end of the record with a @ sign in it. After pulling the file to the PC, I stripped the @ sign. I replaced it with "" {null} being the record into the required length. I wrote a VB script to do this, but you could use most any text editor to scan and replace the character that you use.
