I am assuming that this is a CPI7E9B.  You could do an ADDRPYLE
SEQNBR(xxxx) MSGID(CPI7E9B) CMPDTA(ETHLINE) RPY(R)  Of course this would
continually respond with the "R".  Another thing you could try is
CHGTCPA IPDEADGATE(*NO) but this might only work on a dropped
connection, not the initial failure.
