You're seriously not listening here...   If you install "everything" you
won't be able to use 5250 emulation without a license on the iSeries
(ignoring the 70 day grace period you can use).   

ODBC, Oops Navigator, etc. will all work as they are part of the base
operating system.   When connecting to the iSeries no licensing is required
other than having OS400 on that server.  

You can install the ODBC driver on a thousand PCs and you don't need any
license other than the base operating system on an iSeries somewhere.  Since
the ODBC driver and Oops Navigator are worthless without an iSeries to
connect to, it is irrelevant how many machines you load it on.  

Even with a limited amount of 5250 emulations it is the _iSeries_ that
tracks how many concurrent users you have hitting the available licenses.
