I don't necessarily ever change them to *PERM.  Keeping them as *TEMP as
long as possible is beneficial, because you can always back them off.  The
system does a good job of automatically changing them to *PERM when it
wants to overlay them.  Only once have I had to re-load a release, because
I had a bad PTF that I had made *PERM.

Admittedly, it saves a very marginal amount of time when you load a new
release, but that was a statement that was only significant for slow CISC
processors.

If you're just trying to change all the PTFs to *PERM, you don't
really have to wait for an IPL... just submit a job to batch and let
it run.  I usually change 'em to *PERM the day or two before I load
new PTFs.
