I set my transfer type to Binary Image and I now tried get "/QSYS.LIB/QGPL.LIB/SUE2.SAVF" (replace
and it still does not work.
Bruce - Have you tried turning off Passive mode before performing GET?
SENPASV is the FTP command. (See more below)

--------------------------------------------------------------
From the help text:
SENDPASV subcommand (Specify whether PASV subcommand is sent)
Use this subcommand to specify whether or not a PASV subcommand is sent by the FTP client to the FTP server for data transfer or when issuing the DIR and LS subcommands. The default is ON, which sends the PASV subcommand.
Enter the SENDPAsv subcommand as follows:
SENDPAsv [0 | 1]
SENDPAsv You can abbreviate subcommands to the most unique series of characters.
- When no parameter is specified, SENDPASV works like a toggle switch. The present setting is switched to the opposite value.
0 Do not send a PASV subcommand.
1 Send a PASV subcommand. This is the default setting.
Note:
Use of the PASV subcommand to establish a data transfer connection is recommended when establishing a connection through a firewall. In some cases, data transfer through a firewall is not possible without the PASV subcommand.
Some FTP servers do not support the PASV subcommand. If SENDPAsv is set to ON and the FTP client attempts a data transfer with a server that does not support PASV, the FTP client will display a message indicating that the server does not support PASV. The FTP client will then attempt to establish the data transfer connection without sending the PASV subcommand.
When SENDPAsv is set to OFF or is disabled, then the PORT subcommand will be sent to the server when SENDPORT is ON.
