We created a subsystem called MONITOR that is invoked from our startup program. Several NEPs run to monitor for failed signon attempts and sccount lockout (SOX compliance), QSYSMSG/QSYSOPR monitoring, and some job watchdogging. If you go the NEP route, add a wakeup call every 15-20 seconds to check the job controlled end flag, so you can do a ENDSBS MONITOR *CNTRLD without fear.
