If it was working last week and is not working now then yes, something has changed. What has happened since it last worked? Have you upgraded the O/S or applied PTF's?
Drill down using iSeries Navigator. Your System > Network > Servers > TCP/IP. Right click on iSeries Netserver and choose properties. Select the advanced tab and see what the current setting for "Coded character set ID" is. Ours says "0-Use iSeries NetServer CCSID".

Scott, So means that somebody change something on the machine .?? This Server , mapping disk and all of that connected with Netserver was working last week. I'm an external person who work on this AS, so....i don't know exactly

DSPMSGD RANGE(CPIB683), take option 1 and page down:
12 - The iSeries NetServer is configured with an EBCDIC CCSID when it
should be an ASCII CCSID, or the translation functions are not working
correctly on the server.
