Is any one using the file?  FTP will try to add a new member if the existing
one does not exist.  If file is set to max members of 1, it will fail.
Verify that the target file(s) member has the same name.  Now are you trying
to append or replace the current file?  If you are trying to replace it,
make sure the file is not open by any one else.
