Yep;

Write CLs to perform the functions.
Make sure that the owner of each *PGM object is you or someone who has the
necessary *SECADM.

CHGPGM on the CLs to
a) use Adopted Authority
b) use the adopted authority of the Owner

USRPRF(*OWNER)
USEADPAUT(*YES)

Grant the Help-desk group (or each user) authority to *USE those pgms.

I would add them all to a menu they can access on signon also.
