That is a "feature" of Excel's automagic formatiing of tab delimited
input.  You have several choices:

 - Use another input format, such as a real XLS file created using
Java or other tools
 - Add a leading ' in front of the numbers (which then shows up in the
data cell too)
 - Open the file with the text import wizard, changing the input
column format to text
