You must be in a restricted state to run a SAVSYS. You are responsible for restarting the controlling subsystem as defined by the system value QCTLSBSD. GO SAVE 21 has some fairly sophisticated code that accomplishes achieving a restricted state, running the SAYSYS, SAVLIB *NONSYS, SAVDLO and SAV, which you can retrieve. It is not for the faint of heart.
