"I want to generate a list of files in a library  that have not been used 
since Oct of 2000.
Only the files which doesnt have logical dependancies."

You can use DSPOBJD of all the files of that library and create a file 
(MYFILE1).  Then , you can use DSPDBR to create your second file 
(MYFILE2).  At the end, you can use a simple query/400 to create the 
report you need, using the LAST DAY USED field in MYFILE1to be *LE 1001001 
and that has NO MATCHES with MYFILE2.

This is just an idea, I have not tested it...
