Amen, brother... re the ALLOBJ thing...

I have re-installed the OS from the CDs and re-applied the last cume
collection.

Maybe the machine needs a new authority level:

You're on the right track at the end there, it'll be quicker to just
admit 
defeat and reinstall the Operating System from your last SAVSYS tape and

any PTF's since the SAVSYS was done.  Another example of why it's a good

idea to use a profile without *ALLOBJ authority whenever possible, so
you 
wouldn't have been able to delete it.  :-)
